WASHINGTON, D.C. — International Human Rights Advocates (IHRA) today filed a petition with the Inter-American Commission on Human Rights (IACHR) alleging that Jamaica breached its obligations under the American Convention on Human Rights by failing to properly investigate the murder of Dwayne Jones, a 16-year-old transgender teenager who was beaten to death by a mob on July 22, 2013.  IHRA further alleges that Jamaica breached its obligations under the American Convention by refusing to curtail rampant and systematic anti-LGBT discrimination and violence in that country.
